REGRAS DE MANDELA: O DESAFIO DA PROMOÇÃO DOS DIREITOS HUMANOS DOS PRIVADOS DE LIBERDADE NO BRASIL

O artigo, além de transcrever diversas Regras das Nações Unidas para o Tratamento do Preso, de aplicação geral ou a categorias especiais, agora intituladas Regras de Mandela, faz um pequeno percurso por sua história e realça sua importância para a administração dos centros penitenciários e o tratamento dos privados de liberdade, com vistas a promover o respeito a seus direitos humanos. O autor enquadra as Regras no contexto do sistema penitenciário brasileiro e assinala como essas podem servir de norte e estímulo para superar muitos de seus males e, assim, reduzir o hiato existente entre o modelo mínimo que se persegue e a triste realidade dos cárceres.
