After mentioning the Universal Declaration of Human Rights and other instruments for the protection of human rights, the article concentrates on the International Covenant on Civil and Political Rights, under whose inspiration was born the custody hearing, which aims to ensure the contact of the person arrested with the judicial authority twenty-four hours after the arrest in flagrante. The author explains the significance, the particularities and the importance of this initiative, which tends to be applied with increasing frequency in our country and is welcomed, among other things, as a precious resource to reduce prison overcrowding.
