This paper addresses the following topic: Analysis of the security model in Mexico from the human rights perspective, in particular the Universal Periodic Review conducted by the Office of the United Nations High Commissioner for Human Rights that was applied to Mexico last November. One of the most important recommendations was a strict supervision in cases were military elements violated human rights. This issue is intimately related with the security model in which the army and the navy were performing public security functions.
Right now in Mexico there is a proposition to reform the constitution in order to create a new Federal Police Corporation called National Guard, which pretends to unify three different Corporations: the military police, the navy police and the federal police; this proposal has been criticized under the argument that the army and the navy will continue to carry out public security functions and doing so, will carry on affecting human rights.
