In this paper we will address the content of the resolutions of provisional measures and urgent measures issued, respectively, by the Inter- American Court of Human Rights and by its Presidency in the Velez Loor vs. Panama Case in 2020 in the context of the COVID pandemic -19. The importance of the two decisions discussed here is that they have been the first jurisdictional decisions with binding (mandatory) effect that have been adopted at the international level in response to the pandemic and the devastating effects that it has had to date on the exercise of rights. humans. In them, the Court established action guidelines for the State.
Likewise, the relevance of said decisions is based on the fact that it also constitutes the first opportunity in which the Inter-American Court analyzed the granting of provisional measures based on a guarantee of non-repetition and to protect the rights of persons other than the victims who were declared as such in the case.
