A partir de uma rápida viagem sobre a consolidação dos direitos humanos no plano universal nos últimos 70 anos a partir de 1948, data da adoção da Declaração Universal, através das Nações Unidas, e no plano regional, através dos diferentes sistemas regionais de proteção, este artigo fará uma breve análise de um dos principais desafios que se colocam aos direitos humanos no plano direito internacional no século XXI: a questão das alterações climáticas e os direitos humanos. Em particular, olhará para uma questão urgente relacionada com um dos efeitos das alterações climáticas que é o fenómeno da subida do nível no mar e o seu potencial impacto nos direitos humanos das populações afetadas.
