Este estudio integra, en su primera versión, los Informes presentados por el Doctor Antonio Augusto Cançado Trindade a la Comisión de Asuntos Jurídicos y Políticos del Consejo Permanente de la Organización de los Estados Americanos (OEA), en el Salón "Libertador Simón Bolívar" de la sede de la OEA en Washington D.C., los días 09 de marzo de 2001, y 05 de abril de 2001, respectivamente.
